The GAE was founded in 2055 by Edward Thompson, who had been working to bring the United States fully under his control. Over the course of nearly 40 years, he gradually dismantled the mechanisms of democracy by installing loyalists in key positions and promoting laws like the "Choice of the People Act", which removed term limits from the presidency.

In 2265, the GAE has been gutted by corruption and corporate influence. After the imperial family died without an heir, megacorporations began buying territory and were eventually granted the right to govern states, with the condition that they continue to serve the empire. This rather meekly enforced clause appears to have anomalous power, as the corporations remain loyal to the throne with no apparent incentive to do so.

Owing to the fallout of the Climate Crisis and the subsequent Ruination war, the GAE was forced to move its capitol off of Earth. They settled on the Saturn Stronghold, an anomalously fortified megastructure floating in Saturn's upper atmosphere. Since then, a network of suspended structures has spread across the planet, solidifying Saturn as GAE territory.
